The De Dommel District Water Board has awarded Heijmans a contract for the design, realisation and maintenance of an Energy Factory at the site of the Municipality of Tilburg's sewage treatment plant. The objective is to treat the sewage sludge from the De Dommel's management area in the most economically favourable way, carry out the sewage water purification process in an energy-neutral way and sell the biogas to third parties. The contract is valued at EUR 31 million.

The contract form is based on an integral proposal that includes design, realisation and a 15-year maintenance period. The proposal was evaluated on the basis of the Economically Most Advantageous Tender (EMAT) criteria. The key focus of the proposal was to provide the best possible economic result for the energy factory over a 10-year period: the Total Cost of Ownership. In addition, energy yield, use of consumables, recovery of nutrients, robustness and the quality of the plan and the approach played an important role. Heijmans scored well on all criteria; however, the company stood out most in terms of its TCO in comparison to the other proposals. The project's maximum payback time was set at 10 years; with Heijmans' design the project will be well within this requirement.

A decision is expected at the end of April. The implementation phase runs from November 2012 to March 2014, after which the 15-year maintenance period will commence. With the construction of the Energy Factory, Tilburg's entire sewage treatment plant will become energy-neutral. The De Dommel District Water Board this way will meet a portion of its objectives under the Long Term Agreements on Energy Efficiency (LTA-3) and the Climate Treaty.

The project is consistent with Heijmans' goal of carrying out projects from design up to an including maintenance on the sustainable energy market. The proposal was created on the basis of a solid analysis of the customer's requirements, resulting in Heijmans' integral approach. This requires intensive collaboration among all civil engineering disciplines within the company to ensure that the required innovative techniques are applied. Heijmans worked with MWH, as the design consulting firm, on its proposal.
