The Directorate-General of Public Works and Water Management (Rijkswaterstaat) intends to award Heijmans a contract for the variable maintenance of various structures, such as hard/road surfaces, civil works and guide rail for the next two years. The work involves the parcels Utrecht and Noord-Brabant-West in the context of the 2012-2013 Variable Maintenance Framework Contract (VMC). The initial value of the contract is approximately EUR 20 million over a two-year period with two consecutive one-year extension options. The award is provisional and is expected to become definitive at the end of March.

 

The VMC is a new contract approach in which the variable maintenance is no longer set down in the form of prescribed measures and activities. It shifts activities and responsibilities from the customer to the contractor. The result is that (new) work processes and work methods are defined by Heijmans. Heijmans' proposal was evaluated on the basis of the Economically Most Advantageous Tender (EMAT). Aside from price, this also involved an assessment of the Total Life Cycle (LCC) as part of the maintenance philosophy, as well as the unburdening of Rijkswaterstaat. In total, Rijkswaterstaat tendered seven parcels using this approach with a maximum of two potentially being awarded to a bidder. Heijmans emerged as best overall in terms of quality and was awarded its preferred parcels, namely Utrecht and Noord-Brabant-West. 

 

The qualitative tender was developed using an integral approach to the customer's request and resulted in an integrated approach on the part of Heijmans with contributions from all Heijmans Roads and Heijmans Civil Engineering disciplines.
